Department of Justice must update the firearm safety certificate test to include risks of firearm ownership (suicide, homicide, unintentional injury), eligibility laws, gun violence restraining orders, domestic violence restraining orders, and privately manufactured firearms at the next regularly scheduled test update after January 1, 2024.

Department must prepare a firearm safety certificate study guide in English and Spanish explaining test content, which instructors must provide to applicants before their test date; instructors may add study guide costs to the $25 testing fee.

Licensed firearm dealers must provide purchasers, transferees, and persons receiving firearm loans with a pamphlet explaining reasons for and risks of firearm ownership beginning January 1, 2025.

Department must design and make available on its website a pamphlet in English and Spanish regarding firearm ownership risks, available to dealers for distribution to customers.

If Assembly Bill 724 is enacted, the test, study guide, and pamphlet must be available in additional languages including traditional Chinese, simplified Chinese, Tagalog, Vietnamese, Korean, Dari, and Armenian.
