Expands existing military recruitment access requirements to county offices of education and charter schools offering grades 9-12, in addition to school districts, ensuring these entities cannot prohibit on-campus access to military services.

Adds the United States Space Force to the definition of "military services" for purposes of military recruitment access on high school campuses.

Includes the United States Space Force in the definition of "Uniformed Services" under the Interstate Compact on Educational Opportunity for Military Children, which facilitates enrollment and educational support for military families' children.

Designates this as a state-mandated local program, with reimbursement to local agencies and school districts for any mandated costs to be made pursuant to existing state reimbursement procedures.
