Authorizes the Los Angeles County Affordable Housing Solutions Agency to transfer a portion of tax measure revenue to Los Angeles County for programs that prevent and combat homelessness.

Excludes transferred homelessness prevention revenues from the agency's annual expenditure plan and annual programmatic budget requirements.

Allows the agency to fund homelessness prevention and support services, notwithstanding previous prohibitions on agency involvement with homeless services.

Maintains existing requirements for the agency to spend revenues on affordable housing creation (40%), renter protection programs (30%), annual priorities (15%), technical assistance (5%), and administrative costs (10%).
