Adds an exemption from mandatory Medi-Cal managed care plan enrollment for dual-eligible and non-dual-eligible beneficiaries who receive services from a regional center and use Medi-Cal fee-for-service as secondary health coverage.

Exemption applies to beneficiaries under the Lanterman Developmental Disabilities Services Act who are receiving regional center services and maintaining fee-for-service Medi-Cal as a backup form of health coverage.

Aligns Medi-Cal managed care enrollment requirements with the California Advancing and Innovating Medi-Cal (CalAIM) initiative while protecting access for individuals with developmental disabilities.
