Imposes an annual $4 air quality improvement fee on motor vehicle registration in California, effective January 1, 2024, to fund air pollution reduction programs.

Creates the Air Quality Improvement Fee Fund and continuously appropriates revenues to the Department of Motor Vehicles for distribution to air pollution control districts based on fees collected from vehicles registered in each district.

Allows the Department of Motor Vehicles to retain up to 1% of annual revenues for administrative costs, and air districts to use up to 6.25% of distributed revenues for their administrative costs.

Requires revenues be used for reduction of air pollution from motor vehicles, planning, monitoring, enforcement, technical studies, and attainment of air quality standards or reduction of toxic emissions.

Increases the annual fee based on the California Consumer Price Index and extends indefinitely the authorization for a $2 increment of existing surcharges to be used for air pollution reduction programs.
