Requires the Department of Cannabis Control to maintain a public online record of all recall orders issued, including date, location, licensee name and number, and whether each recall was voluntary or mandatory.

Adds cannabigerolic acid (CBGA) and heavy metals (lead, cadmium, arsenic, mercury) to the list of compounds and contaminants that testing laboratories must analyze in cannabis products.

Requires testing laboratories to undergo in-person audits by the department at least once every two years, with audit results posted on the department's website; establishes July 1, 2026 deadline for the department to create standardized audit procedures.

Authorizes quality assurance compliance monitors to conduct random quality assurance reviews at retailers' and microbusinesses' licensed premises to verify labeling and packaging compliance, in addition to existing distributor inspections.

Allows testing laboratories to deviate from the standard cannabinoids test method if they can demonstrate outcomes consistent with department-established standards.
