Allows licensed primary care clinics with 5 years of good standing to construct new outpatient clinics, acquire outpatient settings, acquire exempt clinics or offices, or acquire previously licensed primary care clinics.

Facilities constructed or acquired by qualified primary care clinics are deemed compliant with minimum construction standards and receive automatic license approval without requiring an initial onsite survey.

Requires the Department of Health Care Access and Information to consult with the California Building Standards Commission when prescribing minimum construction standards for clinics, considering their essential role in increasing access to care and health equity.

Removes the prohibition that prevented building standards for outpatient clinical services buildings from being more restrictive than standards applied to licensed clinics.
