Requires Secretary of California Health and Human Services Agency to lead development and implementation of a master plan for developmental services, with initial report due March 15, 2025, and annual updates through March 15, 2036.

Extends rate adjustment period for developmental services providers through December 31, 2024, and delays implementation of fully funded rate models to January 1, 2025; also extends hold harmless policy implementation to January 1, 2025.

Indefinitely extends remote electronic communication options for Individual Program Plan (IPP) and Individualized Family Service Plan (IFSP) meetings while requiring in-person meetings at least every 12 months for IPP and 6 months for IFSP, pending department review by May 14, 2026.

Repeals provisions relating to Family Cost Participation Program fees and family program assessments for regional center services.

Authorizes use of probability sampling and statistical extrapolation in fiscal audits of service providers; requires regional centers to designate staff as points of contact for social recreation, camping, and nonmedical therapy services by October 1, 2024.
