Requires the Energy Commission to gather fleet data on hydrogen fueling demand at each fleet location from state agencies, in addition to existing electric vehicle charging capacity data collection.

Directs the Energy Commission to share aggregated hydrogen fueling data with developers of publicly available hydrogen fueling stations to inform infrastructure planning.

Prohibits electrical corporations, local publicly owned electric utilities, and hydrogen fueling station developers from disclosing shared fleet data to third parties, with exceptions for information protected under Public Utilities Code sections 8380 and 8381.

Excludes personal information as defined in Civil Code section 1798.140 from the data collection and sharing requirements for hydrogen fueling demand information.

Makes legislative findings to justify the limitation on public access to confidential and proprietary fleet information under the California Constitution.
