Amends the definition of "public water system" under the California Safe Drinking Water Act to apply to systems that regularly serve an average of at least 25 individuals daily for at least 60 days per year, rather than just "at least 25 individuals."

Repeals Section 116283 of the Health and Safety Code, which previously exempted food facilities regulated under the California Retail Food Code from drinking water provisions if human consumption was limited to drinking water only.

Expands the scope of the California Safe Drinking Water Act to cover more public water systems, thereby expanding application of related criminal penalties as a state-mandated local program.

Approved by the Governor on September 8, 2023, and effective upon filing with the Secretary of State.

Specifies that no state reimbursement is required because costs are associated with creation or modification of crimes or infractions under Section 17556 of the Government Code.
