Requires all new washing machines sold or offered for sale in California for residential or state use to contain a microfiber filtration system with a mesh size not greater than 100 micrometers, effective January 1, 2029.

Mandates washing machines bear a conspicuous consumer notice label stating: "Notice: This washing machine contains a filter to capture microfibers. Check filter regularly and dispose of captured lint in a waste bin."

Establishes civil penalties of up to $10,000 for first violations and up to $30,000 for subsequent violations, enforceable by the Attorney General, city attorneys, county counsels, or district attorneys.

Defines microfiber filtration systems as either built-in filters integrated into the washing machine or in-line filters packaged and installed with the machine that are active across all washing cycles.

Addresses microfiber pollution from synthetic textiles by requiring filtration technology to reduce microfiber emissions to California's water and land environments.
