Directs the commission to develop statewide measurements of mental health outcomes and report them publicly on the commission's website annually.

Provides that if the Commission on State Mandates determines this bill imposes costs on local agencies, reimbursement shall be made pursuant to existing state mandate reimbursement procedures.
