Requires local agencies (cities, counties, and city-counties) to ensure their public internet websites use a ".gov" top-level domain or ".ca.gov" second-level domain by January 1, 2029.

Mandates local agencies with noncompliant websites redirect their existing internet domains to one utilizing ".gov" or ".ca.gov" by the January 1, 2029 deadline.

Requires local agencies to ensure all public employee email addresses utilize ".gov" or ".ca.gov" domain names by January 1, 2029.

Classifies the requirements as a matter of statewide concern applicable to all cities, including charter cities.

Provides that if the Commission on State Mandates determines costs are mandated by the state, reimbursement shall be made pursuant to existing statutory procedures under Government Code Part 7.
