Requires local agencies providing emergency response services to offer emergency information in English and any other language spoken by 5% or more of the population that speaks English less than "very well" (effective January 1, 2025).

Mandates local agencies use American Community Survey data or equally reliable sources by January 1, 2025, to identify required languages and reassess every 5 years.

Requires translated emergency information to be as comprehensive, actionable, and timely as English-language information, preferably provided by native speakers fluent in English.

Directs the Office of Planning and Research to survey local agencies every 3 years beginning January 1, 2027, and report compliance findings to the Legislature.

Establishes that if the Commission on State Mandates determines this creates state-mandated costs, reimbursement shall be made pursuant to existing state reimbursement procedures.
