State Department of Education and Natural Resources Agency must prepare a master plan for green schoolyards by December 1, 2024, in consultation with the Office of Planning and Research, Division of State Architect, and Office of Public School Construction.

Master plan must include a statewide goal for schools with green schoolyards (prioritizing heat-vulnerable schools), strategies to overcome barriers to implementation, and best practices for extreme heat mitigation through tree canopy, vegetation, and reflective surfaces.

Three state agencies (Natural Resources Agency, Department of Forestry and Fire Protection, and Department of Parks and Recreation) must incorporate the master plan's recommendations into their respective grant programs and guidelines for school greening.

Master plan is advisory only for local educational agencies (school districts, county offices of education, and charter schools) and must prioritize "in-need education facilities" in disadvantaged communities or schools with 70% or more students eligible for free or reduced-price meals.

Reporting requirement sunsets on December 1, 2028.
