Amends Welfare and Institutions Code Sections 653.5 and 654.3 to increase the restitution threshold for juvenile informal supervision eligibility from $1,000 to $5,000.

Prohibits minors from participating in informal supervision programs if they committed an offense requiring restitution exceeding $5,000, except where interests of justice warrant an exception.

Requires probation officers to refer cases to prosecutors within 48 hours if a minor is alleged to have committed an offense with restitution owed exceeding $5,000.

Clarifies that a minor's inability to pay restitution due to indigence cannot be grounds for denying informal supervision or finding program non-compliance.
