Requires the Judicial Council to operate a grant program (upon legislative appropriation) to establish and support veterans treatment courts or equivalent services in counties where such courts would be inefficient or impracticable.

Mandates the Judicial Council establish standards and procedures for veterans court operations and condition grant funding on adherence to those standards.

Requires veterans treatment courts receiving grant funds to report annually (starting July 1, 2025) to the Judicial Council on participant numbers, offenses, qualifying conditions, completion rates, and program duration.

Requires the Judicial Council to submit annual reports to the Legislature (starting January 1, 2026) detailing total grant funds awarded, allocations by court, services provided in counties without veterans courts, and summaries of court data.

Sunsets on January 1, 2029, at which time the grant program authority is repealed.
