Expands superior court jurisdiction effective January 1, 2025, to make judicial determinations regarding dependency and custody of children up to age 21 for special immigrant juvenile status petitions under federal law.

Authorizes unmarried persons sharing legal control over embryos to execute a written agreement where one person renounces all parental interest in the embryos and is treated as a donor rather than a legal parent, with either party able to file the agreement with the court for a nonparentage order.

Requires adoptive petitioners to inform the court in writing on form ADOPT-200 whether a postadoption contact agreement has been or will be entered into, and to file the signed agreement with the court before adoption finalization.

Applies postadoption contact agreement filing requirements to all adoption types including dependent child adoptions (Section 8714), relative adoptions (Section 8802), international adoptions (Section 8912), and stepparent/domestic partner adoptions (Section 9000).

Makes technical amendments to parentage provisions regarding genetic testing and voluntary declarations to prevent challenges to parentage for donors under assisted reproduction scenarios.
