Requires school districts and charter schools offering interscholastic athletics to include heat illness procedures in their written emergency action plans, along with existing requirements for sudden cardiac arrest and other medical emergencies.

Mandates emergency action plans describe the location of emergency medical equipment and procedures for sudden cardiac arrest, medical emergencies, concussion, and heat illness by July 1, 2024.

Requires emergency action plans to document the manner and frequency of rehearsals for procedures related to sudden cardiac arrest, medical emergencies, concussion, and heat illness based on staff training.

Directs the California Interscholastic Federation, in consultation with the State Department of Education, to develop guidelines and safety standards for prevention and management of exertional heat illness by July 1, 2024.

Requires heat illness guidelines to identify environmental conditions for limiting/prohibiting practice and play, establish Wet Bulb Globe Temperature (WBGT) measurement standards, and ensure whole-body cooling methods are accessible at all practice and contest venues.
