Ratifies amendments to tribal-state gaming compacts between California and 22 Indian tribes executed between June and August 2023, extending the terms of existing compacts.

Applies to tribes including the Alturas Indian Rancheria, Augustine Band of Cahuilla Indians, Bishop Paiute Tribe, Pit River Tribe, Soboba Band of Luiseno Indians, and 17 others.

Exempts the execution of amended compacts and related intergovernmental agreements from California Environmental Quality Act (CEQA) requirements in deference to tribal sovereignty.

Specifies that on-reservation impacts of compliance with amended compacts are not subject to CEQA, but does not exempt local jurisdictions from CEQA requirements for off-reservation activities.

Takes effect immediately as an urgency statute to enhance economic development and self-sufficiency of the tribes and protect their interests.
