AB 166 Summary

• Transfers administration of the Homeless Housing, Assistance, and Prevention program, Encampment Resolution Funding program, and Family Homelessness Challenge Grants program from the Interagency Council on Homelessness to the Department of Housing and Community Development effective July 1, 2024.

• Establishes Round 6 of the Homeless Housing, Assistance, and Prevention program with $1 billion in 2024-25 fiscal year funding, requiring jurisdictions to apply as regions with approved regionally coordinated homelessness action plans and to contractually obligate 75% and expend 50% of allocations by June 30, 2027.

• Appropriates $150 million from the General Fund for Encampment Resolution Funding grants to address homelessness encampments, with up to 50% reserved for local jurisdictions addressing encampments on state rights-of-way.

• Changes reporting requirements to monthly fiscal reports and April 1 deadline submissions to the Department of Housing and Community Development instead of annual January 1 reports to the council.

• Modifies Regional Early Action Planning Grants Program to set aside $20 million for department administration and specifies dollar amounts available to eligible entities based on population projections rather than percentages.
