Expands exemption to allow cities and city-counties (in addition to counties) to designate where advertising displays may be placed or prohibited through local land use or zoning ordinances.

Permits relocation agreements for any purpose that allow lawfully erected advertising displays to be relocated to the same or different city, county, or city and county, with relocated displays requiring new permits.

Allows relocated advertising displays to be converted to or replaced with message centers as part of relocation agreements for any purpose.

Requires the Department of Transportation to allow any lawfully erected display to be converted to or replaced with a message center at its permitted location without additional consideration.

Establishes that conversions or replacements cannot cause reductions in federal highway funds or increase the number of non-conforming displays statewide.
