Requires caseworkers to discuss enrichment and extracurricular activities with foster children and nonminor dependents at monthly visits to identify potential activities and funding sources.

Mandates case plans include specific information about enrichment activities the child is or will participate in, how the child was involved in selecting them, and how they will be funded.

Requires courts to make additional determinations at status review hearings regarding enrichment and extracurricular activities the child is participating in and whether planning was discussed at monthly visits.

Directs the State Department of Social Services, State Department of Health Care Services, and State Department of Education to develop a plan maximizing available funds to support foster youth enrichment activities.

If the CalBH-CBC Medicaid demonstration project is approved, requires the State Department of Health Care Services to convene a stakeholder workgroup to develop how activity stipend benefits for foster youth will be implemented.
