Delays implementation of automatic arrest and conviction record relief from July 1, 2024 to October 1, 2024, and expands eligibility for conviction relief to include felonies with convictions dating back to January 1, 1973.

Requires confirmation of automatic conviction relief be provided as a copy of the subject's state summary criminal history information record upon request.

Changes death penalty case procedures to require electronic transmission of conviction statements and court orders to the Governor instead of by mail, and eliminates the requirement to provide complete trial transcripts.

Removes the requirement to notify the Governor's office when filing petitions for certificates of rehabilitation and pardon.

Appropriates $116,144,900 from the General Fund to the State Community Corrections Performance Incentives Fund for fiscal year 2024-25, allocated among counties based on a 5.5 percent reduction from prior year amounts.
