Expands local agency authority to immediately impose administrative fines or penalties for unlicensed commercial cannabis activity, including cultivation, manufacturing, processing, distribution, and retail sale without a required license.

Allows local ordinances to declare unlicensed commercial cannabis activity a public nuisance and caps administrative fines at $1,000 per violation or $10,000 per day.

Permits local agencies to impose fines and hold jointly and severally liable the property owner and each owner of the occupant business entity engaging in unlicensed commercial cannabis activity.

Requires a reasonable correction period before imposing fines on rental property owners who prohibited the activity in their lease, had no actual notice of it, and can provide evidence of the prohibition.

Authorizes local agencies to refer unlicensed commercial cannabis activity cases to the Attorney General for civil enforcement action under the Business and Professions Code.
