Amends Section 7 of Chapter 628 of the Statutes of 2014 to extend the revenue relief period for the City of Martinez as trustee of the Martinez Marina from June 30, 2021 to June 30, 2029.

Authorizes the State Lands Commission to relieve Martinez of its obligation to transmit 20 percent of gross revenues from trust lands to the state, effective January 1, 2024 through June 30, 2029.

Allows retained revenues to be used by Martinez to address deteriorated marina conditions, including dredging sediment to restore adequate depth for launching, berthing, and safe navigation.

Requires Martinez to provide annual summaries explaining how trust revenues are being used to revitalize the marina and prevent its closure.
