Increases the general manager binding authority for park and open-space districts with a population of 200,000 or more from $50,000 to $200,000 without board approval for each individual contract.

Requires districts with populations of 200,000 or more to report contracts exceeding $100,000 to the board at its next regular meeting.

Allows districts with populations of 200,000 or more to increase the general manager's binding authority above $200,000 through board action in an open meeting, with increases capped at the San Francisco regional consumer price index (CPI-U) annually.

Maintains the $50,000 binding authority for districts with populations less than 200,000, with authority to increase by up to 2 percent per fiscal year through board action.

Applies to contracts for supplies, materials, labor, or other valuable consideration including new construction of buildings, structures, or improvements.
