Requires government entities (state, county, or city) contracting with privately owned recovery residences to require submission of written permission from the property owner to operate the residence on the property.

Mandates recovery residences submit documentation that they use a code of ethics aligned with the National Alliance for Recovery Residences or similar department-approved code.

Requires written policies and procedures addressing residents' rights to access prescription and nonprescription medications, including medication-assisted treatment consistent with state law.

Requires documentation that the recovery residence has the availability and ability to properly dispense naloxone through a trained and knowledgeable individual.

Applies to all contracts entered into, renewed, or amended on or after January 1, 2024.
