Changes law library trustee board meetings from monthly to quarterly requirements.

Extends remote proceeding provisions in civil, criminal, and juvenile cases until January 1, 2027 (previously set to expire January 1, 2026 or 2025).

Reduces Trial Court Trust Fund emergency reserve requirement from $10,000,000 to $5,000,000 and eliminates mandatory annual reporting when no emergency requests are made.

Authorizes California Habeas Corpus Resource Center attorneys to represent indigent persons sentenced to life without parole (until July 1, 2029) in addition to death-sentenced defendants.

Appropriates $100,000 from the General Fund to the Judicial Council for the Equal Access Fund program.
