Allows licensed winegrowers to sell spirits of wine to distilled spirits manufacturers, in addition to existing options of blending into wine or selling to industrial alcohol dealers.

Requires the Department of Alcoholic Beverage Control to make license drawings available for public viewing via live video feed.

Changes brewpub-restaurant license exchange provisions to apply to licenses first issued on or before December 31, 2019, regardless of subsequent transfers of that license.

Incorporates coordination provisions with Senate Bill 76 regarding amendments to Section 23358, with Section 2.5 becoming operative only if both bills are enacted and AB 1704 is enacted after SB 76.

Takes effect immediately as an urgency statute.
