Prohibits establishment or expansion of transformation facilities and EMSW conversion facilities statewide until the Department of Resources Recycling and Recovery determines the state has achieved its solid waste policy goals for 3 consecutive years.

Requires the state to achieve 75% source reduction, recycling, or composting of annual solid waste and reduce statewide landfill disposal of organic waste by 50% before 2030 and 75% before 2025 as preconditions for new facility approval.

Removes the previous "health protection zone" restriction (3,200-foot buffer around residences, schools, and public facilities) and replaces it with a statewide performance-based prohibition.

Applies to transformation facilities (incineration, pyrolysis, distillation, biological conversion) and EMSW conversion facilities but does not affect disposal facilities or recovery/recycling facilities.
