Authorizes the State Lands Commission to convey lands exchanged into the public trust to the City of Alameda, and authorizes the city to accept such lands, including the Encinal Terminals public trust lands.

Grants approximately 32 acres of Encinal Terminals public trust lands to the City of Alameda in trust, to be held subject to the public trust doctrine and the terms of the city's statutory trust grant under Chapter 348 of the Statutes of 1913.

Permits a land exchange agreement whereby private waterfront lands and submerged lands are exchanged into the trust while filled trust lands unsuitable for public purposes are exchanged out, enabling development of 589 housing units (including 80 affordable units) and public waterfront improvements.

Establishes a one-year statute of limitations for challenging the validity of exchange agreements, with actions to confirm title and agreement validity to be brought under the Code of Civil Procedure.

Requires the State Lands Commission to notify the Legislature if conveyances authorized under the Encinal Terminals exchange agreement are not completed within the agreement's terms.
