Authorizes the Department of Industrial Relations to make emergency appointments exceeding 60 working days until December 1, 2026, subject to constitutional limits, with quarterly reporting requirements to legislative committees.

Extends provisions allowing exclusive employee representatives access to new employee orientations from June 30, 2025 to June 30, 2027.

Appropriates $337,000,000 from the General Fund to supplement the Public Employees' Retirement Fund, apportioning funds to state employee member categories with specific caps for miscellaneous, industrial, safety, and peace officer/firefighter categories.

Requires payroll payments issued on July 1 each year to be considered payables of the fiscal year in which they are issued, effective January 1, 2025.

Extends the Community Economic Resilience Fund Program deadlines to June 30, 2028 for spending/obligating funds and June 30, 2030 for paying obligations; exempts contractor registration fee adjustments up to $800 from Administrative Procedure Act requirements.
