Requires the State Energy Resources Conservation and Development Commission to equitably allocate hydrogen-fueling infrastructure funding to specifically prioritize rural communities and low-income communities.

Mandates the commission and State Air Resources Board jointly submit a report to the Legislature by January 1, 2025 on progress toward establishing hydrogen-fueling infrastructure equally accessible to all communities, with emphasis on rural and low-income areas.

Establishes the Clean Energy Equity Act to address the concentration of hydrogen-fueling stations in urban areas like the San Francisco Bay Area, Sacramento, Los Angeles, and San Diego, while rural regions lack access.

Notes that rural communities like Lancaster have demonstrated commitment to clean energy but were excluded from previous hydrogen infrastructure funding under AB 8 (2013).

Report requirement and associated provisions become inoperative on January 1, 2029, unless hydrogen-fueling infrastructure funding provisions are extended beyond January 1, 2024.
