Requires local agencies that recurrently and persistently fail to spend substantial amounts (25% or more) of federal grant funds to submit a written report to their legislative body within one year after the funding expiration date.

Report must include the amount of funds returned to the federal government, reasons for the returns, and analysis of policy or operational changes needed to ensure timely spending of future federal funds.

Applies only to nonformula-funded, competitive, and discretionary federal grant programs when a local agency returns at least $10,000,000 from a single federal allocation.

Defines "recurrently and persistently" as failing to spend funds in at least two of three consecutive allocations from the same federal grant program.

Requires the local agency's legislative body to include the report on the agenda of a public meeting and applies to all cities, including charter cities.
