• Redefines "aerosol can" and expands universal waste aerosol can management requirements, including mandatory written operating procedures maintained onsite, manufacturer specifications for puncturing devices, and protocols for preventing unauthorized releases.

• Authorizes unified program agencies to withhold, suspend, or revoke permits for non-payment of fees or penalties, and establishes civil or administrative penalties of up to $5,000 per day for violations of unified program laws.

• Modifies risk management plan submission timing to require submission before regulated substances first exceed threshold quantities and authorizes exemptions from regulations if unified program agencies determine no significant accident risk exists.
