Exempts specified commercial cannabis activities from California Environmental Quality Act (CEQA) requirements when the Department of Cannabis Control or local jurisdictions issue licenses for retail, distribution, manufacture, or laboratory testing.

Requires that cannabis premises be located in zones where commercial or industrial use is a principally permitted use.

Limits structural additions to either 50 percent of existing floor area or 2,500 square feet (whichever is less), or up to 10,000 square feet if the area has adequate public services and is not environmentally sensitive.

Applies the CEQA exemption to both state licenses issued by the department and local licenses, permits, or authorizations for qualifying cannabis activities.

Extends the exemption to local jurisdictions adopting or amending ordinances that authorize commercial cannabis licensing, provided all conditions are met.
