Restricts ultrasound and similar medical imaging procedures for medical, counseling, or diagnostic purposes to licensed clinics, outpatient settings, licensed health facilities, physician practices, chiropractor practices, physical therapist practices, and affiliated facilities.

Exempts practices of licensed midwives and certified nurse-midwives from the ultrasound location restrictions.

Establishes civil penalties of $2,500 for a first violation and $5,000 for each subsequent violation, with each ultrasound conducted outside permitted settings counting as a separate offense.

Authorizes the Attorney General, district attorneys, city attorneys, or county counsel to bring civil enforcement actions to collect penalties.

Directs collected civil penalties and costs to the appropriate government office that brought the enforcement action.
