Allows local educational agencies to hire licensed vocational nurses (LVNs) supervised by credentialed school nurses, either at the same agency or another agency, subject to diligent recruitment efforts for credentialed school nurses each school year.

Requires LEAs hiring LVNs to obtain governing board approval and certify to the State Department of Education under penalty of perjury that a diligent recruitment effort for a credentialed school nurse was made.

Mandates written agreements between LEAs when an LVN is supervised by a credentialed school nurse at a different agency, including communication policies, duties, indemnification requirements, and compensation details.

Expands sight and hearing testing authority to include registered nurses and licensed vocational nurses (under credentialed school nurse supervision) in addition to existing qualified personnel.

Modifies vision appraisal requirements to include tests for far vision in addition to near vision and color vision, and repeals the LVN provisions on January 1, 2029.
