Expands Ebony Alert requirements for missing Black youth (ages 12-25) by mandating law enforcement use all available local resources and requiring Highway Patrol to activate alerts when conditions are met; requires report to Legislature by July 1, 2027.

Requires Transportation Agency to identify and prioritize available state transportation funding for grade separation projects that lost funding under the 2024 Budget Act and are at risk of losing federal/local commitments or facing project delays; secretary must report by April 30, 2025.

Expands accountability program requirements for regional transportation planning agencies receiving transit funding, including mandatory submission of updated financial plans and transit operator data for fiscal years 2025–26 through 2027–28.

Authorizes Department of General Services to enter into lease-purchase or lease-to-own agreements for a mixed-use DMV field office facility in San Francisco that may include affordable housing, subject to Department of Finance approval.

Appropriates $100,000,000 from General Fund to support Active Transportation Program (biking and walking); increases High-Speed Rail bond administrative spending cap from 2.5% to 5%; requires Department of Transportation annual reporting on zero-emission vehicle purchases through January 1, 2036.
