Authorizes entities to submit applications for health facilities providing reproductive health services as a use by right, subject to streamlined ministerial review if criteria are met.

Requires proposed health facility to be located in a zone where office, retail, health care, or parking are principally permitted uses and be less than 4,000 square feet in size.

Requires proposed health facility to be located more than 50 miles from the nearest health facility providing reproductive health services.

Exempts approved health facility projects from California Environmental Quality Act (CEQA) requirements by classifying them as ministerial projects not subject to CEQA.

Specifies that no state reimbursement is required because local agencies have authority to levy service charges, fees, or assessments to cover mandated costs.
