Establishes the Mobile Homeless Connect Pilot Program until January 1, 2031, requiring the Department of Motor Vehicles to assist persons experiencing homelessness with obtaining identification cards in Los Angeles, Orange, San Diego, Sacramento counties and San Francisco.

Requires the department to collaborate with the Business, Consumer Services, and Housing Agency to develop guidelines for each pilot project, including staffing levels, engagement targets, and trauma-informed care training requirements.

Mandates the department provide direct outreach in collaboration with local homeless services providers and coordinate with local continuums of care to identify priority locations such as interim housing and encampment sites.

Requires annual reports to the Legislature beginning in the third year of the pilot program detailing the number of persons engaged, identification cards issued, and other metrics determined by the department and the Business, Consumer Services, and Housing Agency.
