Creates the Lower Emissions Transition Program, administered by the State Air Resources Board, to approve projects that reduce cumulative emissions from cargo handling equipment at California seaports until January 1, 2032.

Eligible projects include purchasing new lower-emission or zero-emission equipment, retrofitting existing equipment with cleaner engines, and developing demonstration projects for advanced technologies at seaports.

Requires projects to demonstrate cumulative emissions reductions of at least 10 percent greater than regulatory baseline for nitrogen oxides and diesel particulate matter, plus greenhouse gas reductions, over the useful life of the equipment.

Prohibits project approval after any compliance date required by existing statute, regulation, or rule mandating zero-emission equipment standards.

Requires the State Air Resources Board to establish guidelines for evaluating emissions reductions, determine useful life of equipment, and conduct impact evaluations by January 1, 2027 and January 1, 2031; the program automatically repeals on January 1, 2032.
