Expands the Student Transfer Achievement Reform Act starting July 1, 2025 to include University of California (UC) in addition to California State University, requiring both systems to guarantee junior-year admission to community college students with associate degrees for transfer meeting specified requirements.

Establishes minimum grade point average requirements of 2.0 for California State University and 3.0 for University of California admission under this act.

Requires UC and California Community Colleges to develop a joint student-centered communication and marketing strategy to increase visibility of the associate degree for transfer pathway, including outreach to high schools, prominently displayed information in counseling offices and course catalogs, and website promotion.

Mandates the Legislative Analyst's Office report to specified legislative committees in spring 2026 and within four years thereafter on implementation outcomes including transfer rates, student completion rates, time to degree, and whether students are accommodated at campuses and in majors of their choice.

Provides that if the Commission on State Mandates determines the act imposes state-mandated costs on local agencies, reimbursement shall be made pursuant to existing statutory procedures.
