Prohibits the executive officer from accepting or filing an application for change of organization or reorganization unless an agreement for the exchange of property tax revenues has been adopted pursuant to existing law.

An application shall not be deemed accepted for filing if the required property tax revenue exchange agreement has not been adopted.

Changes the method of notifying resolution recipients from "mailed notice" to "transmit" a copy of the commission's resolution to proponents and affected local agencies.

Requires the executive officer to confirm receipt of resolution transmissions when using email or electronic means, through electronic read receipt or other confirmation methods.
