Requires courts to provide public remote access to civil case records (registers of actions, calendars, and indexes) maintained in electronic format, effective January 1, 2025.

Courts may decline to provide remote access if it is not reasonably feasible due to lack of resources or technical capacity, or if the record type is restricted under California Rules of Court.

Prohibits courts from charging fees to the general public for searching, downloading, or copying remotely accessible civil court records.

Authorizes courts to charge fees to commercial users for viewing, searching, duplicating, downloading, or printing electronic court records, subject to rules the Judicial Council may adopt.

Exempts from "commercial user" classification: employees of educational or governmental institutions, attorneys on pro bono basis or employed by legal services organizations, and news media representatives.
