AB 176 Summary

• Authorizes California state preschool contractors to enroll eligible 2-year-old children until July 1, 2027, with priority given to those in child protective services or at risk of abuse.

• Modifies attendance calculations to exclude attendance generated through attendance recovery programs, and allows schools to implement attendance recovery programs starting July 1, 2025, for pupils to make up lost instructional time.

• Revises school safety plan requirements to include instructional continuity plans for emergencies, restricts active shooter drills from being high-intensity, and requires procedures for sudden cardiac arrest response beginning July 1, 2025.

• Extends several reporting deadlines for community colleges (from January/September to March 1) and changes nursing program assessment reporting from annual to biennial starting fiscal year 2025-26.

• Appropriates $1,500,000 from the General Fund to Trinity Alps Unified School District for construction of an all-weather track at Trinity High School.
