Expands the Climate Smart Agriculture Technical Assistance Grant Program to include qualified California public colleges and universities, groundwater sustainability agencies, and irrigation districts as eligible technical assistance providers.

Increases the cap on technical assistance grant funding from $5,000,000 to 20% of appropriated funds, and raises the grant limit per provider from $100,000 annually for 3 years ($300,000 total) to $250,000 annually for 4 years ($1,000,000 total per program).

Authorizes the Department of Food and Agriculture to recover reasonable administrative costs from grant program funds for activities including staff resources, grant management, project verification, and program evaluation.

Eliminates the requirement that integrated weed management plans be cost-sharing and instead requires plans to prioritize cost-sharing arrangements if feasible.

Removes the January 1, 2025 repeal date for the industry-funded standardization program for fruit, nut, and vegetable standards, extending the program indefinitely.
