Extends the deadline for the State Department of Public Health to adopt emergency regulations implementing hospice licensure recommendations from January 1, 2025 to January 1, 2026, with the moratorium on new hospice licenses ending January 1, 2027 or one year after regulations are adopted, whichever is later.

Requires the Insurance Commissioner to issue guidance to disability insurers regarding compliance with administrative requirements for school-linked behavioral health services under the Children and Youth Behavioral Health Initiative.

Establishes a Medi-Cal managed care directed payment reimbursement methodology for Martin Luther King, Jr. Community Hospital beginning no later than January 1, 2026, requiring minimum reimbursement of 72 percent of projected Medi-Cal inpatient costs plus an additional $25 million annually for hospital inpatient and outpatient services.

Authorizes the State Department of Public Health to contract for or develop a hospital and behavioral health bed capacity data solution to collect and monitor real-time bed availability, with enforcement mechanisms including plans of correction and civil penalties up to $100 per day for non-compliant facilities.

Authorizes the State Department of State Hospitals to adopt emergency regulations for managing, inspecting, and disposing of contraband items at state hospitals until June 30, 2026, and reappropriates $45 million from the 2021 Budget Act for the CalHOPE Student Support Program through June 30, 2025.
