Clarifies that "recreational trail" includes boardwalks, regardless of whether the facility also provides bicycle access, for purposes of motorized and electric bicycle regulations.

Defines "boardwalk" as a walkway adjacent to an ocean beach no more than three miles in length that provides pedestrian access to beach recreational areas.

Allows local authorities to prohibit or regulate electric bicycles on equestrian trails and hiking or recreational trails by ordinance.

Limits fines for violations of local ordinances that specifically prohibit or regulate electric bicycles on boardwalks to a maximum of $35, instead of the standard fine schedule.

Exempts this bill from state reimbursement requirements to local agencies under the California Constitution because costs result from changes to criminal penalties and infraction definitions.
